Pre-Census Programs

Our local Census 2010 preparatory efforts began early in 2008 with the Census Bureau’s Local Update of Census Addresses (LUCA) Program. LUCA provided the opportunity to review and comment on the list of housing units and group quarters addresses that the Census Bureau would use to deliver the Census questionnaires within our community.

Between January and March of 2009, a ten-member committee produced and submitted to the Census Bureau, the Leon County 2010 Participant Statistical Areas Program (PSAP) plan. Following the Census Bureau guidelines, this program allowed the committee to review and suggest modifications to the boundaries for census tracts and block groups for reporting data from the 2010 Census.

This committee was comprised of representatives from the: Tallahassee-Leon County Planning Department, Leon County Department of Housing Services, City of Tallahassee Economic & Community Development Department, StarMetro, Tallahassee-Leon County GIS, Capital Region Transportation Planning Agency, Florida A&M University and the EDC of Tallahassee/Leon County.

In January 2010, the 2010 Census New Construction program provided our community the opportunity to submit city style mailing addresses for units constructed between March 2009 and April 2010 in order to update the Census Bureau’s Master Address File used to send out the 2010 Census questionnaire.

In February 2010, the Planning Department completed the Boundary and Annexation Survey (BAS). BAS is used to update information about the legal boundaries and names of all governmental units in the United States.

The Tallahassee-Leon County Planning Department’s Research & Graphics Division coordinated these activities for Leon County and the City of Tallahassee with support from the Tallahassee-Leon County GIS Department who were instrumental in the completion of the Local Update of Census Addresses (LUCA) program.
